It is a post for which I feel myself qualified from my experience and practical acquaintance with the administration of the various Offices which from time to time I have held under this Government.
I have now served for upwards of 24 years, during which period I have filled the Acting Appointments of Chief Magistrate, Police Magistrate, Colonial Secretary, and Colonial Treasurer from time to time. I was Colonial Secretary from Nov 1860 to March 1864, and Colonial Treasurer from Oct 1861 to March 1865, and on each occasion I have been fortunate enough to receive the flattering testimonials of which I have the honor to enclose copies.
From Sir Richard MacDonnell selecting me for the Post of Treasurer during Mr Forth's late absence in England, and from the expressions of approval which he has since kindly had conveyed to me, I have every reason to hope he will forward this letter with his favorable recommendations.
During Sir Hercules Robinson's Administration of Affairs in Hongkong, several opportunities occurred which enabled him to give me temporary promotion, and I feel assured he will not now feel less inclined to support my Claims to permanent advancement. The particular appointment under Sir Hercules Robinson's Government, which I now solicit, I have written to him on the subject.
I am not without hope that the length of my service in this trying Climate, and the Official recognition of the zeal and ability with which they have been performed, will commend this application for promotion to your Lordship's favorable consideration.
